ADO.NET provider v1.14.1. Support of .NET Framework 4.8

Note that, after installation of .NET FW4.8, in VS2019 (v16.2.5) may does not work «Retrive Data» and «New Query». It is common problem, which affected also the connection through System.Data.OleDb and, for example, NPGSQL. In VS2017+FW4.8 these problems not exist.
UPD. On Win7 with VS2019+FW4.8 there are no problems either. So the problem applies only to Win10. Including on Win10 with all the latest updates.
UPD2. VS2019 v16.3.3 does not have the described problem.
